Qualification Details:
Online applications are invited from the prospective candidates through the Proforma Application to be made available on the WEBSITE (http://opsconline.gov.in) from 30.06.2020 to (Note.•06.08.2020 is the last date for Online Registration and Online payment of examination fee) for recruitment to 92 (Ninety two) posts of Insurance Medical Officer and Specialist in Group-A (Junior Branch) of Odisha Employees State Insurance Medical Services Cadre under Labour & ESI Department in the Scale of Pay of Rupees 56100/- in Level -12, Cell- I Of the pay matrix as per ORSP Rules, 2017 (P.B. — 3 in the pre-revised scale Of pay 15,600- 39,100/- + G.P. 5,400/- under ORSP Rules, 2008). The Specialists would be getting a monthly incentive of Rs. 30,000/- for Super Specialization, Rs. 20,000/- for Post-Graduation and Rs. 10,000/- for P.G. Diploma qualifications recognized by the Government of Odisha.

3. A candidate must have possessed:— i) M.B.B.S. or equivalent Degree from a Medical College or Medical Institution recognised by the Medical Council of India, ii) Must have a valid Registration Certificate under the Odisha Medical Regulation Rules 1965; and iii) Must have required Conversion Certificates recognised by Medical Council of India (MCI) in case of candidate having Degrees from Universities of Foreign Countries.

Application Fee:
A candidate is required to pay a non-refundable and non-adjustable fee of Rs. 500/- (Rupees five hundred) only. Candidates belonging to Scheduled Caste and Scheduled Tribe of Odisha and Persons with Disability (whose permanent disability is 40% and more) are exempted from payment of this fee.

Other Eligibility Conditions:
(i) The candidate must be a citizen of India;

(ii) The candidate must be of good mental condition and sound health and free from any physical defects likely to interfere with the discharge of his duties in the service and in case a candidate, who after such medical examination as the Government may prescribe, is not found to satisfy these requirements shall not be appointed to the service.

(iii) The candidate shall be able to read, write and speak Odia and must have - (a) Passed Middle School Examination with Odia as a language subject; or (b) Passed Matriculation or equivalent examination with Odia as medium of examination in non-language subject; or (c) Passed in Odia as language subject in the final examination of Class-VII from a School or Educational Institution recognized by the Govt. of Odisha or the Central Government; or (d) Passed a test in Odia in Middle English School Standard conducted by the Board of Secondary Education, Odisha.

(iv) A candidate must have not more than one spouse living if married. Provided that the State Government may, if satisfied that such marriage is permissible under the personal law applicable to such person or there are other grounds for doing so, exempt any person from the operation of this rule.

(v) Government servants/ln-service, whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para - 3 & 4 of the Advertisement. They must inform their respective Heads Of Offices in writing regarding submission Of their app'ications for this recruitment and "NO Obiection Certificate".

(vi) If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any examination/interview, he/she will not be eligible for such recruitment for that specified period/chance(s).

(vii) Only those candidates, who are within the prescribed age limit and fulfil the requisite qualification etc. by the closing date of submission of online application, will be considered eligible;

(viii) A candidate who claims change in his/her name after having passed the H.S.C. Examination or equivalent Examination, is required to fumish copy of publication of the changed name in the local leading daily newspaper as well as copy of notification in the Odisha Gazette in support of his /her change of name.

(ix) Every candidate selected for appointment shall be examined by the Medical Board. A candidate, who fails to satisfy the Medical Board, shall not be appointed;

(x) Every person appointed to the service shall be on probation of two years with effect from the date of joining the post.

Certificates/documents To Be Attached:
Candidates who will qualify in the written examination will be required to bring with them the hard copy of online application form along with copies of following relevant certificates/documents and original of the same for verification of their eligibility as per terms and conditions of the advertisement, the date of which will be notified later on in due course, failing which his/her application will be rejected for the said post. The candidates are required to mention on each copy of documents "Submitted by me" and put their full signature and date on the same. They must not attach the original certificates to their applications.

H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board/Council; Intermediate 1+2 Examination Certificate issued by the concerned Board/ Council; M.B.B.S. Degree Certificate issued by the concerned University; Mark-lists in support of all the aforesaid examinations (i.e. H.S.C. to M.B.B.S. Degree) passed including fail marks, if any, issued by the concerned Board/Council/university; (v) Two recent passport size photographs (unsigned & unattested) which has been uploaded with online application form. (vi) Housemanship Completion Certificate; (vii) (viii) (ix) (x) Medical Registration Certificate under the Odisha State. Aadhaar Card. Certificates of conduct from the Principal/Proctor/Dean or Professor in charge of Teaching Department of the College or University in which he/she last studied; Caste Certificate by birth in support of claim as S.E.B.C. / S.Cs. / S. Ts wherever applicable (Please see Note-I);

Selection Process:
i) The selection of candidates for recruitment to the posts of Insurance Medical Officer & Specialist will be made on the basis of Written Test.

ii)The written examination shall consists of one paper of 200 marks.

iii) There shall be 200 questions of Multiple Choices Question (MCQ) pattem and each question shall carry one mark

iv) The duration of examination shall be 3 Ilours.

v)There shall be no negative marking for wrong answers.

vi)The qualifying marks of written test will be decided by the Commission for this advertisement as per Labour & FSI Department Office Order No. 2320/LESI, dt. 21.03.2020.

vii) The syllabus shall be as per the Medical Council of India (MCI) Syllabus for M.B.B.S Course.

How to Apply :
(a) Candidates must go through the details of this Advertisement available in the Website of OPSC before filling up online application form.

(b) Candidates must apply online through the concerned Website of the OPSC http://opsc.gov.in. Applications received through any other mode would not be accepted and summarily rejected.

(c) Before filling up the online application form, the candidates must go through the following documents available at OPSC portal. (i) Instructions to fill up online application.

(d) Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of I.eft hand Thumb Impression(LTI) in the online application form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.

(e) Candidates should keep at least two copies of latest passport size photograph which is uploaded to the online application fortn for future use.

(f) On successful submission of the online Registration. an unique "Permanent Public Service Account Number (PPSAN)" will be assigned to the applicant. Applicants are required to take printout of the finally submitted online Registration/Re-registration and Application forms for submission to OPSC with ink signed signature and along with copies of requisite certificate & documents.

(g) The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.

(h) Admission Letter for the eligible candidates to appear in the Examination shall be uploaded in the Website Of the OPSC prior to the date Of examination which will be published in the Website and Newspapers. The candidates are required to download their Admission Letter from the Website Of the Commission and produce the same at the Examination centre for admission to the examination. NO separate correspondence will be made on this score.

(I) Any compliant on the conduct of examination must be sent to the Grievance Wing of the Commission by e-Mail (opsc@nic.in) within 05 (Five) days of completion of the examination.
