Qualification Details:
Recruitment of Lecturers in different disciplines of Government Homoeopathic Medical Colleges Of the State in Class-II (Group-B) of Odisha Homoeopathic Medical Education Service under Health & Family Welfare Department.

1. Post Name: Lecturers

2. No of Poste: 49 (These Posts are available in Various Disciplines)

3. Minimum Educational Qualification:  For the post of Lecturer in Homoeopathic subjects (Subjects of Paper-I contained in Appendix-A). A candidate must have possessed Post Graduate degree in Homoeopathy in the concerned subject from an University recognised by Central Council of Homoeopathy.
i) Minimum Educational Qualification for the post of Lecturer in Allied Medical subjects (Subjects Of Paper-II contained in Appendix-A): A candidate must have possessed Post Graduate Degree in Homoeopathy from an University recognised by Central Council of Homoeopathy.

4. Main Job Chart: To impart teaching to BHMS / PG students.

5. For recruitment to 49 (Forty Nine) posts of lecturers in different disciplines of Government Homoeopathic Medical Colleges of the State in Class - II (Group - B) of Odisha Homoeopathic Medical Education Service under Health and Family Welfare Department in the scale of pay of 44,900/- in Level 10, Cell - I of ORSP, 2017 with usual Dearness and other Allowances as may be sanctioned by the Government of Odisha from time to time.

Age:
A candidate must have attained the age of 21(twenty one) years and must not be above the age of 40 (forty) years as on the 1 St day of January, 2020 i.e he/she must not have been born earlier than 2nd January 1980 & not later than 1 St January 1999.

Application Fee:
A candidate is required to pay a non-refundable and non-adjustable fee of Rs. 500/-(Rupees five hundred) only. Candidates belonging to Scheduled Caste and Scheduled Tribe of Odisha and Persons with Disability (whose permanent disability is 40% or more) are exempted from payment of this fee.

Other Conditions:
1. The candidate must be a citizen of India;

2. A candidate must be of good mental condition, bodily health & free from any physical defect i.e. likely to interfere with the discharge of his duties in the service. A candidate, who after such medical examination as the Government may prescribe, is not found to satisfy these requirements shall not be appointed to the service.

3. A candidate, who has more than one spouse living, will not be eligible for appointment unless the State Government has exempted his/her case from operation Of this limitation for any good and sufficient reasons;

4. If a candidate has at any time, been debarred for a certain period/chance(s) by the Odisha Public Service Commission or other State Public Service Commission or U.P.S.C. from appearing at any examination/Viva Voce test, he/she will not be eligible for such recruitment for that specified period/chance(s);

5. Government servants/In-Service Homoeopathic doctors whether temporary or permanent, are eligible to apply provided that they possess the requisite qualification and are within the prescribed age-limit as provided under Para - 3 & 4 of the Advertisement. They must inform their respective Heads of Offices in writing regarding submission of their applications for this recruitment and obtain ' 'No Objection Certificate".

6. A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to fumish copy of publication of the changed name in local leading daily newspaper as well as copy of notification in the Odisha Gazette in support of his/her change of name.

7. Every candidate selected for appointment shall be examined by the Medical Board as prescribed by the Government.

8. A candidate, who fails to satisfy the Medical Board, shall not be appointed;

9. Only those candidates, who fulfil the requisite qualification & within the prescribed age limit etc. by the closing date of filling up online application, will be considered eligible; Before appointment, a candidate must have registered himself/herself with the State Board of Homeopathic Medicines, Odisha.

10. Every person appointed to the service shall be on probation of two years with effect from the date of joining the post.

Important Instructions:
1. The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission.

2. A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself /herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;

3. Online applications submitted to OPSC if found to be incomplete in any respect are liable to reiection without entertaining any correspondence with the applicants on that score;

4. Admission to examination will be provisional. If on verification at any stage before or after the examination, it is found that a candidate does not fulfill all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final.

5. This advertisement should not be construed as binding on the Government to make appointment;

6. Concessions meant for S.C., S.T. and S.E.B.C by Birth are admissible to the Scheduled Caste, Scheduled 'fribe and Socially Educationally Backward Classes of Odisha only.

7. Any misrepresentation or suppression of information by the candidate in the online application form or in the hard copy of application will result in cancellation of his/her candidature or penalty, as decided by the Commission. )

8. All persons appointed under the Government of Odisha on or after I January, 2005 shall not be eligible for pension as defined under sub-rule(l) of Rule-3 of the Odisha Civil Service (Pension) Rules, 1992; but shall be covered by the new structure defined Contribution Pension Scheme in accordance with the Odisha civil Services (Pension) Amendment Rules, 2005;

9. Mere empanelment in the select list shall not confer any right for appointment unless the Government is satisfied after making such enquiry as may be deemed necessary that the candidate is suitable in all respects for appointment to the service.

Selection Process:
1. The selection of candidates for recruitment to the post of Lecturers in Homeopathy shall be made on the basis of and Career Marking and Written Test.

2. Career Marking Will be for thirty percent (300/0) [100/0 each for Class-10th, Class- 12th & BHMSI & seventy percent (70%) for Written test to be conducted online (Computer Based Test)/ offline as per COVID pandemic situation.

3. The plan of written test and broad outlines of the Syllabus are specified in Appendix- A.

4. The written examination shall consist of two papers, each carrying 150 marks, with duration of One and Half Hour for each paper.

5. The questions will be of objective type with multiple choices & each paper shall have 100 questions of one and half mark each.

6. The questions will be as per Bachelor in Homeopathic Medicine & Surgery Curriculum. There shall be no negative marking for wrong answers.

7. A common Merit List shall be prepared by the Commission. For Homeopathic subjects, selection will be made among the candidates having PG degree in Homeopathy in concerned subjects.

8. For Allied medical subjects, selection will be made among the candidates having PG Degree in Homeopathy as per their option for the subject.

3. Candidates must go through the details of this Advertisement available in the Website of OPSC before filling up online application form.

4. Candidates must apply online through the concerned Website of the OPSC http://www.opsc.gov.in.

5. Applications received through any Other mode would not be accepted and summarily rejected. Before filling up the online application form, the candidates must go through the following documents available at OPSC portal.

6. Any complaint on the conduct of examination must be sent to the Grievance Wing of the Commission by e-Mail (opsc@nic.in) within 05 (Five) days of completion of the examination.
