NCCT Jobs Recruitment Notification 2020.National Council for Cooperative Training (NCCT) inviting applications for the positions of Consultant.Interested and Eligible candidates can apply for the positions.

Engagement of Consultant (Legal) and Consultant (Academic & Training) in NCCT, New Delhi.Engagement for these posts would be on full time contract basis initially for a period of one year as per details given below:

1. Name of the Posts :Consultant (Legal) 

2 .Eligibility and Qualification :Retired persons from Central/State Government, autonomous bodies, public sector undertakings etc. held in the posts in pre revised pay scale in PB 3 with GPof Rs.5400, 6600 (revised Pay Matrix Level 10 and 11) or equivalent in PSUs. The candidates should have 25 years experience in handling work with respect to the Job Responsibilities as per details given in Annexure-III.

4. Eligibility for consultant (Legal): (For retired officers): The Consultant (Legal) proposed for engagement shall be well acquainted with the legal cases faced by Central/ State Government Ministries / Departments. Persons shall be retired from the post of Deputy Secretary, Under Secretary, Section Officer level from Central/State Govt. Ministries / Departments/ Autonomous Bodies/Public Sector Undertaking, dealing with legal matters relating to Court Cases/ VIP reference/ RTI/Land Disputes/ Administration/Establishment etc. Candidate should possess a good communication skills with a strong flair for in depth knowledge in the above mentioned fields. He/She should have working experience in the aforesaid field for 20-25 years.

5. The monthly remuneration will be Rs.35000/-.

6.Job Responsibilities Of Consultant (Legal) :1. To deal with the cases of RTI. To deal with the cases of Court/Labour Court/CAT etc. or any other dispute between the vender and the Council. To deal with the cases of dispute/grievances in respect of individual employee filed in various Courts of India. To give consultancy in recruitment/pension/purchases and other related matters.To assist in framing policies of purchases /MOU/ Agreement/ Investment and expenditure of Government Grants strictly in accordance with General Financial Rules, Gratuity Act, Provident Fund Act, Case Law of service matter etc. To assist in preparing MOU/Agreement between the two organisations/agencies/ vendors or any other party. To assist in preparing Writ Petition/counter affidavit to Writ Petition/Drafting of Rejoinder/Additional Application etc. in various Court Cases filed by NCCT against NCUI & Units. To maintain liaison with Advocates, appointed by NCCT, and for timely filing of documents in the Courts. To keep a track of various ongoing Court cases filed by NCCT and its institutes against NCCT and its institutes and monitor the development in such cases. To draft application for seeking legal opinion.To prepare a panel of Advocate, experts in relevant areas as required in the activities of NCCT and its units. Any other assignment given by Competent Authority.

7. Name of the Posts :Consultant (Academic & Training)

8.Eligibility and Qualification :Retired Officer of the rank of Chief General Manager, General Manager, Deputy General Manager in NABARD, BIRD, CAB, NIAM, MANAGE and other leading Training Institute of Central

Government having 25 years of working experience in the area of training and capacity building in cooperative and allied sectors. With reference to requirements of the job responsibilities given in Annexure-IV)

9.No. of Posts : One.

10 .Eligibility For Consultant (Academic & Training): The Consultant (Academic& Training) should be retired persons from the rank of Chief General Manager, General Manager, Deputy General Manager in NABARD, BIRD, CAB, NIAM, MANAGE or other leading Training Institutes of Central Government having 25 years of working experience in the area of training and capacity building in cooperative and allied sectors. Candidate should possess a good communication skills with a strong flair for in depth knowledge relating to the concerned field, supervision, coordination and monitoring of training activities, research, consultancies & publications.

11.The monthly remuneration will be Rs.60000.

12.Job Responsibility Of Consultant (Academics & Training) Supervision, coordination and monitoring of training activities, research, consultancies & publication of RICMs/ICMs and VAMNICOM Pune Supervision & accreditation of training units, training MoUs, AICTE accreditation, skill development council etc. Preparation and handling of HDCM and Certificate Courses and e-learning Modules, Proposal preparations for various Govt. schemes. Supervision over Faculty related issues, training audit etc.  Publication of Newsletter, Journals, conduct of studies and organization of Seminars/ Conferences. Preparation and evaluation of Case Studies, Management Cases, Study reports, DPRs reading materials and other publications. Academic Articles writings, session on Faculty outreach programmes, monitoring and supervising Govt. sponsored schemes, NABARD Scheme, DGR Scheme, SEBI Scheme etc.

13. Deliverables: Monthly submission of Progress Report against each activity under work plan.  Submission of Reports of various scheme implementations through training units of NCCT on Project basis. Any other tasks or responsibilities concerned with the post may be identified by Secretary, NCCT.

Age: 65 years.

General Conditions :-

1. Application in the prescribed format at Annexure–I should be duly filled in all manners with photocopies of requisite certificates.

2. The person should have working knowledge of computer.

3. Period of Engagement & Extension of Tenure: The engagement of a person asConsultant shall be made on contract basis initially for the period of one year or till further orders whichever is earlier. It may be extended beyond one year based on the requirements of NCCT and performance of the person concerned. However, engagement/extension beyond 65 years and upto 70 years may be resorted to in deserving cases with the approval of Secretary, NCCT keeping in view of his/her level of expertise and good health.

4. The National Council for Cooperative Training reserves the right to accept or reject the applications without assigning any reasons.

5.Tax Deduction at Source : The Income Tax or any other tax liable to be levied, as perexisting rules will be deducted at source before making the payment, for which the Department will issue TDS Certificate/s. Service Tax, as applicable shall be payable extra, at the prevalent rates.

6. The offer of appointment to the selected candidates will be subject to verification of certificates/testimonials at the time of joining and completeness of other formalities.

7. NCCT reserves the right to assign duties to the selected candidate in any units of NCCT located all over the country.

8. Selected persons will be required to give an undertaking to maintain secrecy of the organization and devotion to duty as per Annexure-II.

9. The applicant should not have been retired under FR 56 (J)/or as a consequence of penalty imposed on him/her.

10.The person appointed may have to attend office on holidays in case of exigency.

11.No other allowance will be admissible except while on tour etc. on duty.

12.The Consultants will be eligible for 8 days of leave in a calendar year on pro-rata basis. Unavailed leave in a year shall not be carried forward to next calendar year. No other leave of any kind will be admissible.

13.Consultants shall not take up any other assignment of any nature during the period of engagement by NCCT.

14.The NCCT reserves the right to terminate services at any point of time without assigning any reason thereof. However, Consultant will have to give 15 day’s advance notice or remuneration in lieu thereof before resigning from the engagement.

15. If any declaration given or information furnished by the candidate found to be false or if the candidate is found to have wilfully suppressed any material information, he/she will be liable for termination in addition to any legal action as NCCT may deem fit.
