Applications are invited from eligible candidates for filling up of the post of Junior Translation Officer (JTO) ‘Group B’ ‘Non-Gazetted’ against the vacancies in Constituent units of DAE located anywhere in India:-

ADVERTISEMENT NO. HWB/1/2021

1. Name of the post: Junior Translation Officer (JTO) (Group B – Non-Gazetted)

2. No. of Posts: 06

3. Pay particulars: (Pay Rs.35400 in Pay Level - 6 + DA + other Allowances as admissible to Central Government servants.)

4. Educational Qualifications & Experience: 

a) Master’s Degree of a recognized University in Hindi/English, with English/Hindi as a main subject at degree level (OR)

b) Master’s Degree of a recognized University in any subject with Hindi and English as main subjects at degree level (OR)

c) Master’s Degree of a recognized University in any subject with Hindi/English medium and English/Hindi as a main subject at degree level (OR)

d) Master’s Degree in Hindi /English or in any other subject with Hindi/English medium, with English/Hindi as a main subject or a medium of examination at degree level (OR)

e) Bachelor’s Degree with Hindi and English as main subjects or either of the two as medium of examination and the other as a main subject plus recognized Diploma / Certificate course in translation from Hindi to English and vice-versa or two years experience of translation work from Hindi to English and vice-versa in Central / State Government offices including Government of India Undertaking.

Maximum Age: OBC - 31 years, SC & ST - 33 years

General Instructions

1. The Department reserves the right to fill up the post or even to cancel/restrict/modify/alter the whole process of recruitment without issuing any further notice or assigning any reason thereof. In case the vacancy position for any category is reduced or even made nil, the Department is not liable to compensate the applicant for consequential damage/loss, if any.

2. The vacancies shown above are provisional and subject to variation. The filling up of vacancies indicated in the advertisement is also subject to the approval of Competent Authority and may not be filled up if decided otherwise in terms of the orders issued by Government of India from time to time.

3. At the time of Written Examination - Level 1 & 2 Test, candidates must bring admit card alongwith self-attested copies of all relevant documents.

4. Before applying candidates should ensure that they fulfill all the eligibility norms. Candidates should have the requisite Educational/Technical Qualification from recognized University/Institute as on the date of submission of the application.

5. Mere fulfillment of requirements as laid down in the Advertisement does not entitle a candidate to be called for Written Examination - Level 1 & 2 Test.

6. The selection process will be held in MUMBAI. However, department reserves the right to conduct the examination in two or more centres depending upon the number of candidates from various regions.

7. Those who have been empanelled under WAITING LIST will be offered appointment ONLY in case the candidate in the select list does not join. Details on operation of waiting list is published on HWB website www.hwb.gov.in. (under the Heading - Recruitment).

8. Posting of the selected candidates would be at the discretion of the Competent Authority as per the availability of vacancies. Appointment carries with it liability to serve in any part of India and in any Constituent Unit of the Department.

9. Against the vacancies reserved for SC/ST/OBC candidates belonging to the respective Categories only will be considered. For this purpose, SC/ST/OBC candidates should furnish Caste Certificate from Competent Authorities.

10. In case of OBC, the certificate should specifically indicate that the candidate does not belong to the Persons/Sections (CREAMY LAYER) mentioned in Col.3 of the Schedule of the Government of India, Department of Personnel and Training OM No.36012/22/93-Estt(SCT) dated 08.09.1993 and amended from time to time. The certificate should be in the prescribed form and valid as on date of Application as per orders of the Ministry of Personnel, Public Grievances and Pensions, Government of India & Department of Personnel and Training, Government of India. Caste Certificate should be issued by Authorised Authority in the prescribed format with non-creamy layer certificate and the Community should have been included in the Central lists of Other Backward Caste.

11. TRAVELLING ALLOWANCE : Outstation SC/ST Candidates called for Written Examination - Level 1 Test will be eligible for to and fro rail fare by IInd Class (SLEEPER CLASS) by the shortest route or the actual fare paid whichever is less, subject to production of tickets / ticket numbers etc. However, Traveling Allowance is not admissible to those SC/ST candidates who are already employed in Central/State Government services, Central/State Government Corporations, Public Sector Undertakings, Local Government Institutions and Panchayats. Candidates are requested to avail the railway concessions, if any. Download TA Form from www.hwb.gov.in.

12. Candidates working under the Central / State Government, Public Sector Undertakings, Autonomous Bodies etc., after the submission of the application, should submit the hard copy of the application routed through proper channel to Assistant Personnel Officer (Recruitment), Heavy Water Board, 4th Floor, V.S. Bhavan, Anushaktinagar, Mumbai-400094. They are also required to submit “NO OBJECTION CERTIFICATE”. Department will not act upon advance copy of application.

13. The candidates appointed will be governed by National Pension System.

14. PROBATION : The persons selected will be appointed on probation as per Rules.

15. Candidate who have not acquired/will not acquire the Educational qualification as on the closing date of receipt of application will not be eligible and need not apply.

Selection Procedure :

A) Mode of Selection comprises of Written Tests in Level 1 & 2 as detailed below:-

i) Level-1 Test – Objective Test covering:

1. General Hindi

2. General English

3. General Intelligence & Reasoning

4. Quantitative Aptitude

100 Questions in Bilingual (Hindi and English) - Duration – 2 Hrs

ii) Minimum Pass Percentage in each Level shall be as follows:- SC/ST/OBC : 40% aggregate

iii) In the event where large number of candidates obtain the minimum qualifying marks in the Level 1 examination, the candidates will be shortlisted for the Level 2 examination. For short listing of candidates, marks secured by the candidates will be arranged in descending order up to the minimum qualifying marks as mentioned above. Separate mark list will be prepared for SC, ST, OBC. PH and one common list for all the candidates who appeared in Level 1 examination. Obtaining the minimum qualifying marks alone does not entitle a candidate to be called for the Level 2 examination.

iv) Shortlisting of candidates on the basis of Level 1 examination will be in the ratio of 1:20 i.e. for every single vacancy, 20 candidates will be called for the Level 2 examination. If there is more than one candidate with the same cut off mark (while shortlisting in the case of 1:20), then all the candidates with the same mark will be shortlisted for Level 2 examination.

B) Level 2 Test:- Descriptive written test consisting of two papers (Paper - I & Paper - II) as per the syllabus given below:-

i) Paper-I (100 Marks) – Duration – 3 Hrs.

1. Translation of paragraphs from Hindi into English (02 nos.) (One each of technical and administrative in nature) (Approx. 250 words for translation) – 25 marks.

2. Translation of paragraphs from English into Hindi (02 nos.) (One each of technical and administrative in nature) (Approx. 250 words for translation) – 25 marks.

3. Translation of sentences in English (related to official work) to Hindi (10 sentences). – 15 marks.

4. Translation of sentences in Hindi (related to official work) to English (10 sentences) – 15 marks.

5. Synonyms for English words in Hindi (10) – 10 Marks

6. Synonyms for Hindi words in English (10) – 10 Marks

ii) Paper-II (100 Marks) – Duration – 3 Hrs.

1. General Intelligence & Reasoning and Quantitive Aptitude – 50 Marks

2. General Hindi – 15 marks

3. General English- 15 marks

4. Essay Hindi – 10 marks

5. Essay English – 10 marks 

iii) Empanelment Criteria: Final Selection will be based on the Marks obtained in Level – 2 (Main only).

iv) Resolution in case of Tie :

a. Total of Level 1 and Level 2 marks.

b. Date of Birth

c. Alphabetical order of name (First name, middle name and surname, in that order)

How to Apply :

1. Application should be made on good quality white A-4 size plain paper and should be in conformity with the format prescribed in this advertisement. Candidates are advised to ensure that the application is legible, preferably typed in English or Hindi only.


2. The Candidate’s Name, Address with Pin Code, Date of Birth should be written legibly in English in bold capital letters, even if a Candidate fills-in application form in Hindi.

3. The Application and the outer cover should be superscribed as "Application for the post of Junior Translation Officer (JTO), against Advertisement No. HWB / 01 / 2021.”

4. Photograph: A recent passport size colour photograph with white background with Name and date should be affixed on the right hand top corner of the application. The face in the photo should be straight and both ears are visible. One additional copy of passport size photograph should also be sent along with the application.

5. Self Attested Copies Of Certificates Of

i) Educational / Technical qualification (supported by appropriate marksheets indicating the subject offered at the examinations).

ii) Proof of Date of birth.

iii) Experience Certificates specifically stating the kind of work done should accompany the application.

iv) Certificates issued by the Competent Authority regarding their claim that they belong to SC, ST or OBC (Non-Creamy Layer) in the prescribed proforma.

v) Certificate from appropriate authority regarding Persons with Benchmark Disability (Divyangjan) (applicable to persons with benchmark disability only).

vi) Discharge from Defence Service (applicable to ex-defence personnel only).

vii) Medium of instructions (English / Hindi) for Under Graduation/Post Graduation.
