The pre-construction activities under the jurisdiction NHAI, PIU Moradabad is under progress, which involves various activities relating to land acquisition to be completed within a short span of time
i. In order to carry out various works related to land acquisition work and coordinating with the office of CALA and other officials under RFCTLARR Act 2013, this office requires ONE(01) no. Consultant (Land Acquisition) (not below the rank of ADM level Rctd.
ii. State Govt. Revenue Officer or equivalent) to be working from CALAs office, having not less than 10 (Ten) years' experience in this field. The engagement of the selected Consultant (Land Acquisition) will be purely on short term contract basis for a period of Six (06) months, which may be extended or curtailed at the discretion of the Authority.

3. Scope of Service: The major scope of work of the Consultant (Land Acquisition) are as follows: To provide Assistance to the Project Director regarding the following aspect:
a) Consultant (Land Acquisition) thus engaged would be placed in the office of CALA or PIU for assisting in performance of tasks such as preparation of notifications / Awards and disbursement of compensation and subsequent possession of land under section 3A/3D/3G/3H of the NH Act, 1956.
b) Verification of structure, plot and 3G estimate etc.
c) Timely issue of notification under section 3(A) and 3(D) of NH, Act 1956.
d) Information regarding status of land already acquired/to be acquired and Land Acquisition Compensation deposited with CALA.
e) Coordinating with District competent Authority & officials of other concerned department for land acquisition and other works.
f) Collection of data required for land acquisition and other works.
g) Expediting declaration of award & compensation disbursement.
h) Mutation of acquired land in favour of Central Government, in record of right.
i) Monitoring/Obtaining utilization certificate of fund deposited with CALA.
j) Monitoring/ Providing information regarding Court Case relating to Land Acquisition and other works.
4. Duration of Engagement: The engagement shall be for a period of SIX months from the date of joining. The contract can be terminated at any time without notice and without assigning any reason. In the case of termination, no compensation will be payable. Extension/ Termination of service be solely dependent upon discretion of NHAI. Service rendered on contract with NHAI shall in no way give any right to claim regularization/absorption in the Organization.
5. (A) Expected profile of Consultant (Land Acquisition): i) Should be a retired Revenue Officer of the State Government (not below the rank of ADM). ii) The official should be below 65 years of age at the time of engagement or any extension of contract.
6. B) Minimum Experience: 10 (Ten) years' experience in the relevant field. Preference shall be given to personnel residing in the area who is conversant with local survey maps and revenue records.

Note:
1. As a measure for facilitating timely acquisition of land it has been decided to authorize each PIU to engage and provide 01 retired State Govt Revenue Officer as Consultant (Land Acquisition) to each CAL-A, for acquisition of each unit-area upto 100 Ha, subject to condition that no Consultant (LA) shall be engaged for acquisition of area less than 20 Ha.
2. Consultants (LA) thus engaged would be placed in the offices of CALAs for assisting in performance of tasks such as preparation of Notifications/Awards and disbursement of compensation under Sections 3A/3D/3G/3H of the NH Act, 1956.
3. For purposes of monitoring, the entire process of land-acquisition has been sub-divided into 02 distinct sub-processes/milestones.
4. The first sub-process would commence upon publication of 3a Notification for appointment of CALA and would last upto publication of 3D Notification subsequent to 3A Notification, and the second Sub-process would commence from publication of 3D Notification and would last upto completion of disbursement of compensation subsequent to declaration of Award.
5. Separate amounts shall be payable to Consultants (LA) as remuneration for accomplishment of each separate sub-process/milestone, and shall depend upon period within which each aforementioned milestone is accomplished.
6. The graded schedule of remuneration payable to Consultants (LA) for accomplishment of each separate sub-process/milestone is specified in Annexure to this Circular.
7. Project Directors are hereby delegated powers for engagement of necessary numbers of Consultants (LA), who would be in addition to those already engaged for supporting PIUS and Arbitrators.
8. Project Directors are also directed to draw-up a panel of retired State Govt Revenue Officers who would be available as for engagerment as Consultants (Land Acquisition) in the future, and intimate the same to their RO.
9. This issues with approval of the Competent Authority.
Terms and Conditions:
l. Personnel engaged is to report to/or wok under Project Director, PIU- Moradabad.
II. Remuneration payable to such individual per month as per NHAl/Policy Guidelines/ Strengthening PIUS for acquisition of land/ 2017 no. 7.1.53/2017, dated 28th July 2017
Ill. Personnel engaged is to assist Project Director in all matters pertaining to land acquisition and other works assign by Project Director time to time.
IV. Extension of period of engagement beyond six months will be considered on case to case basis as per discretion of Competent Authority.
