Odisha Public Service Commission 2021 Jobs Recruitment Notification. OPSC inviting applications for the positions of Education Service Officer. Interested and Eligible candidates can apply for the positions.

Qualification Details:
Recruitment to the posts of Odisha Education Service Officers in Group-B under School & Mass Education Department.

i. For recruitment to 160 (One hundred sixty) posts of Odisha Education Service Officers in Group-B under School & Mass Education Department in the scale of pay of Rs.44,900/- in Level-10, Cell-01 of Pay Matrix of ORSP Rules, 2017 with usual Dearness and other Allowances as may be sanctioned by the Government of Odisha from time to time.

ii. The posts are temporary and likely to be made permanent.

3. Out of the total 160 nos. of vacancies as mentioned above, 05 nos. posts are reserved for Ex-servicemen category, 02 nos. posts are reserved for Sports Person and 06 nos. of posts are reserved for Persons with Disabilities (PWD) whose permanent disability is 40% and more.

4. A candidate must possess the following educational qualifications :

(i) A candidate must be a Bachelor's Degree in Arts or Science or Commerce with Master's Degree in Education with basic knowledge in computer application; OR

(ii) Master's Degree in Arts or Science or Commerce with Bachelor's Degree in Education with basic knowledge in computer application; OR Integrated B.A. (Hons.), B.Ed. Or B.Sc. (Hons.), B.Ed. from a Regional College of Education with Master's Degree in Arts/ Science with basic knowledge in computer application.

(iii) Candidates possessing academic qualifications from institutions/Boards/Universities outside the state must have obtained Certificate of Affiliation of their institution to a recognized Board/ University and Certificate of equivalence accorded by the Universities of Odisha to the qualification from the said institution and Board/University to which it is affiliated.

5. Candidates possessing training qualifications from institutions/Boards/Universities outside the state must have obtained —

(a) Certificate of Affiliation of their institution to a recognized Board/University.

(b) Certificate of equivalence accorded by the universities of Odisha to the qualification from the said institution and university to which it is affiliated.

(c) Document showing recognition of the institution and the course by the NCTE.

5. ADVERTISEMENT No.15 OF 2021-22

Age:
A candidate must have attained the age of 21 (twenty one) years and must not be above the age of 32 (thirty two) years as on the ISt day of January 2021 i.e. he/she must have been born not earlier than 2nd January, 1989 and not later than 1st January, 2000.

Application Fee:
A candidate is required to pay a non-refundable and non-adjustable tee ot (Rupees five hundred) only. Candidates belonging to Scheduled Caste and Scheduled Tribe of Odisha and Person with Disability (whose permanent disability is 40% and more) are exempted from payment of this fee.

Documents Required:
(i) H.S.C. or equivalent certificate in support of declaration of age issued by the concerned Board /Council;

(ii) B.A./B.Sc./B.Com Degree/+3 Arts/+3Sc./+3 Commerce Degree certificate issued by recognized University;

(iii) Masters Degree certificates issued by recognised University in concerned subjects;

(iv) B.Ed. or equivalent Degree recognized by the National Council for Teacher Education, New Delhi as equivalent with B.Ed. from recognized University;

(v) Mark-sheets in support of all the aforesaid Examination (H.S.C. to Master's Degree and B.Ed.) passed including fail marks, if any, issued by the concerned Board/Council/ University;

(vi) Document indicating the recognition of the B.Ed. Institution/College by the NC T E;

(vii) Three recent passport size photographs (unsigned & unattested) which has been uploaded with Online Application Form;

(viii) Caste Certificate by birth in support of claim as S.T./S.C./S.E.B.C. whichever applicable;

(ix) Required Odia pass certificate from the Board of Secondary Education, Odisha indicating Odia as a language subject equivalent to M.E. School Standard or a certificate from the Principal [Headmaster of the school indicating that the candidate has passed Odia in M.E. Standard, if not passed Odia as a subject in the High School Certificate/equivalent examination;

(x) If a candidate claims to possess qualification, equivalent to the prescribed qualification, the rule/authority (With number and date) under which it is so treated, must be furnished with the printout/hardcopy of the online Application;

(xiii) Candidates claiming to be belonging to ST/SC/SEBC Category of Odisha by birth are required to submit copy of the relevant Caste Certificate as mentioned in their online application form and issued by the competent authority in the prescribed form. Candidates of SEBC category (other than Creamy Layer) must submit copy of Caste Certificate issued by the competent authority within the last three years from the date of issue of the advertisement.

(ii) Women candidates belonging to S.C. /S.T. /S.E.B.C Categories are required to submit Caste Certificates by birth showing "daughter of Caste Certificates by virtue of marriage (i.e. showing "wife of " ) will not be accepted.

(iii) O.B.C. Certificates Will Not Be Accepted In Lieu OF S.E.B.C. Certificates.

(iv) Community (Caste status) once mentioned by the candidates shall not be changed under any Circumstances. Ex-Servicemen are required to attach copy of Discharge Certificate issued by the Commanding Officer of the Unit last served. They must submit an affidavit undertaking that he/she has not been appointed against any civil post after retirement from military service, wherever applicable;

(vi) Basic knowledge in Computer Application, if any.

Important Points:
(i) A candidate found guilty of seeking support for his/her candidature by offering illegal gratification or applying pressure on any person connected with the conduct of the recruitment process or found indulging in any type of malpractice in course of the selection or otherwise, shall, in addition to rendering himself

a. [herself liable to criminal prosecution, be disqualified not only for the recruitment for which he/she is a candidate, but also may be debarred, either permanently or for a specified period, from any recruitment or selection to be conducted by the Commission;

(ii) The provisions of the Odisha Conduct of Examination Act 1988 (Odisha Act-2 of 1988) are applicable to the examination conducted by the Odisha Public Service Commission;

(iii) Online applications submitted to OPSC if found be incomplete in any respect are liable to reiection without entertaining any correspondence with the ppplicants on that score•

(iv) Admission to the examination / Viva Voce test will be provisional. If on verification at any stage before or after the written examination / Viva Voce test, it is found that a candidate does not fulfil all the eligibility conditions, his/her candidature will be liable to rejection. Decision of the Commission in regard to eligibility or otherwise of candidate shall be final;

(v) This advertisement should not be construed as binding on the Government to make appointment.

(vi) Concessions meant for S.T., S.C. and SEBCs by birth are admissible to the Scheduled Tribe , Schedule Caste and Socially Educationally Backward Classes of Odisha only;

(vii) All persons appointed under the Government of Odisha on or after I st January 2005 shall not be eligible for pension as defined under sub-rule(l) of Rule-3 of the Odisha Civil Service (Pension) Rule, 1992; but shall be covered by the new structured defined contributory Pension Scheme in accordance with the Odisha Civil Services (Pension) Amendment Rules,2005.

(viii) Any misrepresentation or suppression of information by the candidate in the online application, will result in cancellation of his/her candidature or penalty, as decided by the Commission be imposed on the candidate;

(ix) Mere empanelment in the select list shall not confer any right for appointment unless the Government is satisfied after making such enquiry as may be deemed necessary that the gandidate is suitable in all respects for appointment the servige;

(x) A candidate who claims change in his/her name after having passed the High School Certificate Examination or equivalent examination, is required to furnish copy of the publication Of the changed name in local leading daily news paper as well as copy of notification in the Odisha Gazette in support of the change of his/her name;

(xi) Candidates are requested to furnish certificates of character and conduct from the Principal/Proctor/Dean or Professor in charge of a department of Teaching of the College or University in which he/she last studied;

(xii) These posts are permanent. The appointment can be terminated as per the provisions contained in the O.C.S.(C.C.&A.) Rules, 1962;

(xiii) No request for withdrawal of candidature will be entertained under any circumstances.

Selection Process :
1. The selection of candidates for recruitment to the posts shall be made on the basis of written examination and Viva Voce test.

(a) The written examination will consist of three papers, one each on General English, General Knowledge and Education. Each paper will be of two hours duration. The candidates are required to answer the papers in English unless otherwise directed. The details of syllabus and marks for the various papers are set out in the Annexure (enclosed).

(b) The candidate who secure such minimum qualifying marks in the written examination as may be fixed by the Commission, will be called to appear at the Viva Voce test for 150 marks.

How to Apply :
(a) Candidates must go through the details of this Advertisement available in the Website of OPSC before filling up online application form.

(b) Candidates must apply online through the concerned Website of the OPSC http://opsc.eov.in. Applications received through any other mode would not be accepted and summarily rejected.

(c) Before filling up the online application form, the candidates must go through the following documents available at OPSC portal.

(d) The online application form is automated and system driven and will guide the candidate seamlessly in filling the application. The requisite options shall be enabled and information shall be asked as per data furnished by the candidate. Before filling up the information. ensure that accurate information is fed. for edit option is limited and on confirmation there is no scope for further edit even if wrongful entry has been made while filling up application.

(e) Candidates are requested to upload the scanned image of latest passport size photograph along with scanned image of his/her full signature and scanned image of Left Hand Thumb Impression(LTI) in the online application form. Uploaded photograph, Specimen (full) signature and LTI must be clearly identifiable / visible, otherwise the application of the candidate is liable to be rejected by the Commission and no representation from the candidate will be entertained.

(f) Candidates should keep at least two copies of latest passport size photograph which is uploaded to the online application form for future use.

(g) On successful submission of the online Registration, an unique "Permanent Public Service Account Number (PPSAN) " will be assigned to the applicant. Candidates are required to take printout of the finally submitted online Registration/Re-registration and Application and finally submitted Online Application forms and put his/her signature under the declaration for submission to OPSC along with copies of requisite certificate & documents as and when asked.

(h) The candidates are advised to submit the Online Application Form well in advance without waiting for the closing date to avoid last hour rush.

(i) Certificate of Admission o written examination to the eligible candidates will be uploaded in the Website of the OPSC prior to the date of written examination which will be published in the Website of the Commission and Newspapers.

b. The candidates are required to download their Admission Certificate from the Website of the Commission and produce the same at the Examination centre for admission to the written examination. No separate correspondence will be made on this score.

(j) "Intimation letters" to candidates for document verification & interview and "Attestation form" & " Bio-data form" shall be uploaded in the website of OPSC prior to the date of Document Verification/ lnterview.

(k) Any complaint on the conduct of examination must be sent to the Grievance Wing of the Commission by e-Mail (opsc@nic.in) within 05 (Five) days of completion of the examination.

(l) Online applications are invited from the candidates through the Proforma Application From to be made available on WEBSITE (http://opsconline.gov.in). The link for registration/ re-registration and payment of examination fee shall be available from 12.11.2021 to 10.12.2021 (Note:18.12.2021 is the last date for submission of Registered Online Application)
